unable to get the chocobo???

when i reach to lv 20, i,m joined to the GC for immortal flames, and the flame commander give me the first quest is lv 44 quest (Shadows Uncast).
and after joined the GC the first quest should be My Little Chocobo (Immortal Flames) to get the chocobo and i don't.
i think something wrong with the game casue that, so pls help me out.

you have to obtail 2000 Grand Company Seal (either from GC Leves or Fates) then buy chocobo insurance, and then you can get you Choco-buddy

go farm some 2000 seals.. then go buy your "permit" from your GC and then go obtain your chocobo...

I have almost 10000 grand company seals, and i cannot buy the chocobo insurance, because it don't show in the list in flame quartermaster.
And the main problem i don't have the quest call (my little chocobo) to get the chocobo.

OK, depending on where your GC is, i believe you just talk to the chocobo porter to get the quest, but i can be wrong
