There is a simple solution that can be maintained for the life of this game. To balance between multiple jobs and best gear in the game. I know SE doesn't want the best guilds to be able to pimp out all of their jobs in one week, hence the Character lockout restriction of Coil.

But from now on, you can make all new content patches that increase the iLevel be Character Lockouts like coil. One tier lower can be JOB Specific lockout, and one tier below that can be no lock out.

We have this now but only 80% of it. i90 is Character lockout weekly. i70 doesn't have a limit with WP SR and AK spamming. The problem is the filler level i80. If there is no limitation, you can make coil trivial by allowing everyone to get i80 items in a week by spamming CT.

What boggles my mind is the loot lockout because it is a DE FACTO character lockout. There are no incentives to do CT if you got your gear other than being a good person. We see how that works out in MMOs. Loot lockout is WORSE than coil lockout because one week you can get no items, another week you may get 2 or 3. With CT, because you know you only get one, there's no reason to devote hours and hours with pugs/duty finder people if you got your one item.

By making the second highest tier of gear JOB specific, you won't triviliaze the highest tier, you make leveling up multiple jobs fun because now there's a way to gear them up one item at a time, one week at a time, and you'll have the duty finder FILLED with people queuing up for their multiple jobs. This becomes a form of horizontal progression that people can enjoy and adds variety to their gameplay.

So when 2.2 hits with tier 6, and it drops i95 gear, coil tiered groups will have the advantage, as they should, but people who have other jobs at i80 can tackle the content as well with the JOB THEY WANT. Otherwise, you'll have to focus on getting your primary job the i90 AND i80 gear and wont' have a second class ready for 2.2.

The current system is so backwards that the words "frustrations and disappointment" are under statements.
