Unable to turn in Main Quest on PS3

Steps:

1. Each attempt to turn in the Quest “Cold Reception” results in the NPC (Ludovoix) not speaking back to the player at all.
2. This persisted even after doing other quests in the area, leaving the area completely, and logging out entirely to reset the game.
3. All of the Hotkeys light up as if they are unable to be used each time I attempt to speak with Ludovoix, and the “Small Talk” option does not appear unless I use a lower level Class which could not turn the quest in due to the level restriction. Even then, selecting the Quest causes the same occurrence as listed above.
4. Another player on PS3, a Miqo'te Dragoon, was also unable to speak with the NPC, and reported the same problems I am having. I am not certain if this issue is exclusive to the PS3 or not.
5. Other quests and NPCs seem to work as normal with no issues in either talking back to the player or giving experience, gil, and items.

Having the same issue on PC, stopped my momentum =(

Tried right clicking on him, but he didnt respond. I saw many others in the area having the exact same issue.
I figured it would be fixed by the time i woke up the next day but it wasn't.
