You download it when beta starts then your set, however you can not play on ps3 again with your account.

Until you buy it again for PS3.


I think it would work like this:
1. sign up the account for a PS4 upgrade
2. PS3 registry get changed to PS4 registry (PS3 is not more register on the account)
3. Get a Email with a PSN code to download the PS4 client
4. Client downloading, installing and starting

Not saying this is the case but you do know that ps3/ps4/psp vita are all can all be linked to the same PSN account, the account that will only effect SE part.
