    This is usually fixed by simply lowering your internet explorer security settings to Medium.

    You can also install Internet Explorer 9, if you haven't already.

    I have lowered all settings for the 32bit IE 9 and 64bit IE 9 and updated through windows update, still will not do anything.

    In addition to resetting the security options, did you also reset the default settings for the browser? I don't know if the login screen uses any funky special settings like active x or the multitude of other things or not. Might worth trying.
    I have reset them to default multiple times, I use firefox as my main browser so none of those settings were changed to begin with.
