Ideally, Multishot's cooldown should be equal to the time it took for Multishot's stamina cost to regenerate (about 4 seconds). However, Multishot should have 2 "charges" (like Scholar or Corsair), so you can immediately load two arrows between fights without having to wait through a recast.
