Report #3258178 Allagan earrings of healing

I submitted my ticket in-game # 3258178 for an item, "Allagan earrings of healing." I won the roll on the earrings at the conclusion of the turn 1 boss fight and did not recieve the item. The item text read "unable to obtain." I would like to receive the item that I won.
