If a person is doing their best, trying to cooperate with the group, but it just not skilled enough or experienced enough in the eyes of the other players, that player still has a right to play. If someone wants to watch the cut scenes and is not delaying excessively, they have that right.

I would say no, because speed runs are the exception, not the norm. If you have to find even one person through df, that person's right to play at his/her own level needs to be respected. If you can't find a full sr party through FC or shout, something is wrong.
