Why is patcher speed capped at 0.28MB/s?

Why is patcher speed capped at 0.28MB/s? Is there any way to raise it?

I suggest this is a cap because the 6 other MMO patchers that I have will show patching speeds that fluctuate as the patching is ongoing. FFXIV is the only one that holds perfectly steady at 0.28MB/s for an hour.

It's not capped - it is most likely issue with your ISP - there is a HUGE thread somewhere here with lot's of people complaining about their ISPs falsely detecting ARR as P2P and throtling it sometimes even beyond any usability during the peak hours.
