Levemete Nyell in Quarrymill *Does nothing when clicked on*

Steps:

I crafted a few items to turn in for tradecraft leves (lvl 20/25 quests for goldsmith and weaver) which needed to be turned in to Juliembert in Quarrymill.

Once I finished turning in multiple sets of items a few times over for the same quest I selected the option to end the levequest from the NPC menu (since I did not have enough items to continue turning in the quest I selected the option to complete it).

After that I went to Nyell to pick up more quests when the bug occurred that I couldn't speak with him. All that happened was that I selected him and nothing more. No menu popped up and no dialogue popped up, he acted like a non-interacting NPC.

After switching classes I tried speaking with him again and was unsuccessful. I relogged and tried again without success. I then rebooted the game client without success.
