I weep for this countries future.I don't want to rain on your parades here, but I wouldn't get my hopes up about getting TWC or your ISP to fix the problem if it's caused by another ISP. TWC won't ignore your tickets, and TWC may be able to put some pressure on the other ISP's to fix their crap, but it's a long shot at best. Maybe it's a QoS issue and they can probably resolve it with some configuration on their routers. However, if it's a capacity problem then the offending ISP will have to invest money into equipment to handle the load. Let's face it, we're technically NOT their customers so they don't really have an obligation to us whatsoever.
I want to be wrong on this guys. I really do, because I am also going to unsub soon as there's no way in hell I am going to be able to do end-game content with the AOE slight lag topped by this additional lag. I am also hoping that there's a clause in the agreements that ISP's make with each other to route things that will address a problem such as this. One other way to get around this is have SE add a West Coast Data Center, but a guy can only dream, right?
I'm aware of that. This post, and every single one was forwarded to Time Warner /Road Runner. Also on Reddit, Also On blue Gartr, and anywhere else i found information about it recently.This is somewhat suspect and makes me think TWC just really isn't going to do anything about this issue.
You are not the first to report this issue to TWC in socal, nor is this even the first thread on the matter. So, if it's true no one has heard of it, that means all the previous complaints people have given them have gone in one ear and out the other.
I do agree though people need to keep reporting it so they stop ignoring it, however.
As an aside, we started using pingzapper and that fixed the problem for us for the time being (hopefully it gets resolved outside though to save the $4 a month).
From previous threads the issue seems to be with a server hop to Tata Communications labelled Palo Alto in the tracert. If you do talk to them again, mention this hop in particular.
People have contacted TWC and Tata about this, but ya.
Cool. There are a lot of variables to consider. Maybe no one in that specific office handled anything like that.
Encouraging people to actually report the issue is the problem. Everyone talks a good game on the internet. Who has really followed through. Most people aren't aroused by the idea of spending over 30 minutes on the phone with their cable company.
I can tether our equipment to our Verzion 4g business account when we play.
This has been mentioned, its one of the first problems.

I've only noticed this the past two weeks, but I live in SoCal and have TWC and have terrible rubber banding, especially in dungeons. Looks like I'm gonna have to make a call...

If that's what it takes for you to weep then I really don't know what else to say. For your information, I've done these traces and looked up the owners of each one of these routers along with contacting the ISP's in question, but hey, I guess you already knew all that, right? My solution that works for me is to stop paying for a product that no longer brings me the enjoyment that it should. I don't want to spend any more time trying to TS a problem that I am not responsible for. I know which battle to fight and which battle to walk away from, and this is a battle I'd rather not fight because it's a freaking game! I applaud your tenacity in trying to get this problem resolved, but there's no need to be rude just because I don't agree with you. The fact of the matter is that MMO's modeled this way will ALWAYS have this problem as long as there are different ISP's with different rule sets, and ISP's are not going to change the way the operate because of a bunch of gamers playing 1 game. Don't get me wrong, some will, but some won't. So until we have some regulations and standards in place, good luck with getting this resolved. Also, as a major gaming company, SE should have planned it better and realize that the U.S. is quite large and having a SINGLE data center in Eastern Canada may not cut it.
Anyhow, I am letting my money do the speaking so SE won't be getting their monthly fee from me along with some constructive criticism with it. Good luck with this issue fellas.

I'm in Los Angeles with TWC and have terrible lag as well. I can only hope that with this many people affected something will be done.

Hey all I am a SoCal Time Warner subscriber, not by choice, and I have been able to find a workaround to the throttling that TATA Communications has been ruining our game time with.
It required me to use a third party program called WTFast. First and foremost, I hate using software like this just because they tend to be resource hogs and cause more problems than good. However, I was pleasantly surprised with how well this program worked so much that I signed up for the monthly advanced service. What WTFast does is establish a connection to a location (in this case I choose Seattle Washington) and from that location I establish my connection to the SE NA servers. This allows me to avoid TATA Communications (see trace route copy paste below) unethical throttling and has made the rubber banding woes disappear.

They offer a 30 day trial which hopefully will be more than enough time for TATA to stop bottlenecking people and foot the bill to upgrade their trashy equipment to handle this amazing invention called the Internet.
If you choose to try this program you must select custom game with the game file being the ffxivboot.exe and the launcher file being the ffxivlauncher.exe. For the WTFast server option I choose Seattle however you could select any server that displays a low ping and that is not in the Los Angeles area (remember we are trying to avoid TATA Communications throttling backbone so using a Los Angeles will likely result in you go through the same path to the SE servers.)
Hope this works for you just like it worked for me. Most importantly remember this latency issue is not Square Enix fault they merely provide us the door but the walk way to that door is littered with shotty throttling ISPs like TATA Communications.

I'm a Time Warner subscriber too, I have like 10% packet lost on Balmung server.
had to use pingZapper VPN to play ff14. it sucks!!!
I guess this is a location problem not a ISP problem, because when I connected to US west Los Angeles tunnel on pingZapper, I lag too, but if I choose US east New York tunnel, no lag.
so I'm guessing that all the people in Los Angeles will lag if they play FF14. lol
