3. Use the search to look for posts covering your topic first and if you find one, contribute to that instead of making a new thread.

This needs to be sticked at the top of the forums and tied to a pop-up every time someone hits the "New Thread" button. "Did you check to see if there are 18 other posts on the front page about this same topic?"
