An MMO without a dangling carrot is a dead MMO.

Agreed, however, the dangling carrot should be progression achieved through skill (or in same cases luck) - as it stands that's Titan HM for a lot of folks. An artifical cap that no amount of skill or effort will get you around is not the way to go about it.

Once cap is 400, that is a great number to cap it at for the next year imo.

i am in favor of the proposed cap for 2.1
