You realize if they ever added something along the lines of world pvp, that it would likely just be a specific server(s) for it, right?
If you choose to play on one, it'll be your own fault when pvp happens on a pvp server.
I see a lot of players utilizing this spot, so I guess it is a popular chocobo leveling bot spot
As people have said before, and also sharing the same server as you OP, a lot of <IMBA> are actual players but some may also dive into botting at the same time. It's really hard to tell if someone is botting, using macros or playing properly.
I leveled my Chocobo from rank 5 to 10 at Urth's Gift and the DD Pillar place in Northern Thanalan, it took me 55 hours and in this time I met quite a lot of <IMBA>. Especially at Urth's Gift.
The ones at Urth's Gift were pretty much always capable of talking with me, we had discussions and what not. They were there to spirit bond. They were also very nice people.
People at DD Pillars on the other hand, not so much. There was very few <IMBA> people there who didn't really speak much, if at all - the other guild being <URGE> which was nothing more than the most horrid players I'd ever met, going as far as to insult and abuse me.
Throughout the time being on DD Pillar though, I pretty much only had to do two things.
Spam tab, and 2 for Aero (to pull mobs in)
Run a macro for Holy spam (/ac "holy"; /wait 8s; /repeat)
Although there was discussions at time, specifically when <URGE> sought to do nothing but abuse me, people would sometimes talk but it was in party chat. Those who walked by and spoke to us, I would reply back and sometimes so would the party members.
At one point we had a person who, everytime they came during the Dark Devices FATE, as it finished would always stick around for 30 seconds to call us botters, to of which it was funny when 3 of us replied back to the person in a regular response time as if we were focusing on what we were actually doing.
Someone has said too that there's no need to respond. Some people just don't feel comfortable responding to some random /tell when they're trying to farm (spirit bond or chocobo leveling alike)
But I found most of us, including myself actually run the game in windowed mode, or run multiple monitors - I myself ran FFXIV in windowed mode of about 1024x1060 pixels and watched The IT Crowd during my Chocobo leveling. Urth's Gift requires a little more thought though since you're pulling multiple mobs and AoE'ing them, as opposed to DD where it's just tab spam since everything can pretty much be in your screen to be target-able.
Are they botters, or are they not? We can see with Mining, some people just teleport. Or that one person who keeps running and every 5 seconds exactly will jump but doesn't move anywhere since he's stuck under a tree (Laughed when I encountered that); these things are obvious, but don't mistake someone not paying attention and doing a simple, half-assed method of farming/grinding as a botter. This is by no means an attack to anyone but as a look into how it is on that side of things.
The most questionable two players I ever met shared the same guild, but I forgot what that was now. I only remember one person's name. Bai Huzen. In that, there was usually someone always with him/her, which when I partied with, spoke when I addressed him/her and we even had a Chocobo discussion at one point.
However I question that as one morning I woke up to go there and both of them were dead on top of the pillar for an hour before they just disappears and came back to the spot asking for a party an hour later.
Ultimately, the best thing you can really do is just report someone. If you think they're botting? Report. Are you unsure? Report. The benefit to how Square Enix does these bot bans is that (so I've heard) they have the best method of all, but also the slowest: Human determination. Someone sits through and views through things to determine if the person was botting or not, so variables that could be seen as botting, a program would instant-ban, but the person could see this only occurred once and so, understands it was just a coincidence (i.e, two spells both being in a tie in of 0.35383 seconds; but if every spell was 0.35383 seconds that's just a clear bot: Not the best example though)
Was the person botting? Banned!
Was the person not a bot? They'll remain unbanned.
Sadly I hear that they only do Wave-Bans though, not individual bans. So say every month a huge wave of bans will occur for those suspected of botting as opposed to individual bans on the spot.
So ultimately what's the harm in reporting someone? None, really. In fact if it's a botter you've made the game one bot less.
But what's the annoyance of it? The way the 'Report Cheating' form is laid out. The details being individual lines themself you can delete is rather annoying. But disregarding that, at least there's a way.
I for one was very paranoid about being banned because I was barely paying attention when I leveled my Chocobo so I took the caution of responding to people constantly when they spoke to me.
Thankfully now that my Chocobo is max I'm not needing to do that again.

I actually now remember thought that in Urth's Gift one of the people of <IMBA> told me they were pretty much a Spirit Bonding + Crafter + DoL based guild
