Praetorium - Unable to access Magitek

At the point in Praetorium where you need to ride the Magitek, I was unable to. My party and FC informed me that, like the cannons in Castrum, an icon should appear on my hotbar when I clicked on the Magitek. It did not. Instead I got an error message stating I did not have permission to ride the Magitek.

Did you get the key before you got on the elevator?

Yes. Even double checked to make sure it was there.

You also need to register the key on the panel before you go down the elevator, everyone has to do this individually.
