Steps:

I was completing the Levequest "Securing Horizon's Edge".

On the last mob that I was fighting, it performed this move, "The amateur raider's Close Shot inflicts you with the effect of Bind." (I copied and pasted this from my log). After killing the mob, I teleported using the Aetheryte to return to camp and was unable to move due to the bind still in effect but the timer had reached 00:00. At this moment, I have put in a GM call for someone to unbind me and the only response I got so far was to make this report.

Also, I found another thread on this forum that has the same quest listed and the same thing happening but I am actually bound and its not just the icon staying on.
