I have nothing against either brand but I wouldn't order either of those pc's from newegg or any other pc vendor that is selling just a line built mass produced system. They will almost assuredly have subpar components in them. If you like the cyberpowerpc one then I would suggest going to their own site cyberpowerpc.com and using the configurator you can customize the pc more to your liking and also get better components then you will with those mass produced systems oh and not to mention the ones that you configure and order come with a 3 year warranty and most likely won't cost much if any more then those 2 you linked. You can also try Ibuypower.com but again use their own site and configurator. The only down side to these is you might have to wait a bit longer since the system you order will have to be assembled and tested but you will be less likely to have issues with it and again will be able to pick quality components.

edit. Here's one that I came up with pretty easy and falls in your price range. It doesn't have as good processor as your second choice but has a better graphics card then both and also has better quality components and 3 year warranty vs. the 1 year warranty of the ones you were looking at.

Do NOT get the 2nd one, as its PSU isnt good enough to power anything.
(Cyberpower and ibuypower make good PC, but they purposely make garbage to sell on newegg, AVATAR seems to be the only decent brand on newegg.)

If BandofHawk hasn't already given you the advice then I would also visit tomshardware.com

I recently built a water-cooled PC and that place was invaluable for info.

If I was to build something now I would probably go with something from the Nvidia 7xx series and an i5 processor. That's more than enough gaming power @1080x1920.

http://extreme.outervision.com/psucalculatorlite.jsp will help you work out what size PSU you need.

Go for a case with good airflow to keep your parts cool.

It will be cheaper to build one and it's pretty easy. Post your parts and I'm sure someone will look over it to check you aren't missing anything.

If you're looking for the cheapest PC that can easily handle this game, I'd take a good look at this build. It's $100 cheaper than the ones you listed in the OP and will perform better too.

PCPartPicker part list / Price breakdown by merchant / Benchmarks

    CPU: AMD FX-6300 3.5GHz 6-Core Processor ($116.58 @ Microcenter)
    Motherboard: Asus M5A97 LE R2.0 ATX AM3+ Motherboard ($54.99 @ Newegg)
    Memory: G.Skill Ripjaws X Series 8GB (2 x 4GB) DDR3-1600 Memory ($49.99 @ Newegg)
Storage: Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive ($54.99 @ Newegg)
Video Card: MSI Radeon HD 7850 2GB Video Card ($119.99 @ Newegg)
Case: Thermaltake Commander MS/I Snow Edition (White/Black) ATX Mid Tower Case ($49.99 @ Mwave)
Power Supply: Corsair Builder 600W 80+ Bronze Certified ATX Power Supply ($29.99 @ Newegg)
Operating System: Microsoft Windows 7 Home Premium SP1 (OEM) (64-bit) ($89.00 @ Amazon)
    Total: $565.52
(Prices include shipping, taxes, and discounts when available.)

If you still have some room left in your budget, upgrade the GPU to a GTX 660, GTX 760, or Radeon R9 270X

I approve of this build, although I would get an aftermarket cpu cooler though.
