Oh, I definitely believe all FC's should be able to participate. Just not going to separate it down to different groups in a single FC.

I think, however, extreme primals should be a part of the progression. In my opinion, those are a bigger accomplishment in my opinion.

So question.... since Twintania (as far as I know) will still be dropping the highest item lvl in the game, is that still going to be what decides the server ranking system for FCs?

Unfort for all the serious progression companies we will be doing the "hardest" content now till spring from the looks. Judging from the drops and the requirements to do the extreme mode primals it's still watered down content and anyone that thinks Crystal tower and it's soon to be LFR WoW type raid is progression, then they don't know what progression is. It's rather upsetting we can't do full company runs in CT and have it be harder then Coil 1-4 for some legit challenging content. Once again, less bragging about killing turn2 this late in, go go turn 5 kills, our server is really far behind others.

Eh.. about that Turn 2 thing... I'm half and half about it. Reason being: Pugs that are collaborated and communicative while doing it are able to accomplish kills. At the same time, some companies can't get Turn 2 killed. I say track FCs that kill it, Linkshells and pugs - no. Basically what Raipin said.
