Thread Title: Occlusion Culling basically stops working when the user pans/moves his/her camera, may be Nvidia specific.

Area and Coordinates: Basically anywhere and everywhere where Occlusion Culling would improve performance

Steps: The original post goes much more in-depth, but in sum: anytime the user points their camera in a direction where there is a lot of data which would normally be occluded--i.e., an area where enabling Occlusion Culling would result in a significant performance gain--and moves or pans their camera, the feature basically stops working while the camera is moving, resulting in a massive performances hit until the camera stops moving. This usually reduces FPS/draw time by 50%-100% and is especially problematic in cities or populated areas such as Mor Dhona or Camp Dragonhead.

Currently, the issue seems to be only related to Nvidia cards, as no AMD users have claimed to experience the issue; a few users have claimed to experience the issue when switching from AMD to Nvidia or stopped experiencing it when switching from Nvidia to AMD.
