[Interface] "I" "J" K" and "L" move the camera, even if the bindings are removed.

Issue: When the "I" "J" "K" or "L" key camera bindings are removed, pressing any of the keys will move the camera a small amount (if another action has been bound to the key, it will be performed after the camera moves). If the camera has not been moved since the key has been pressed, this will not occur.

    Platform: Windows
    Frequency: Always
    Steps:
    1. Remove the "I" "J" "K" and "L" keybindings.
    2. Move the camera.
    3. Press the "I" "J" "K" or "L" key. The camera will move.
    4. Press the "I" "J" "K" or "L" key again. The camera will not move.
    5. Move the camera.
    6. Press the "I" "J" "K" or "L" key again. The camera will move.

    Alternate Steps:
    1. Remove the "I" "J" "K" and "L" keybindings.
    2. Bind Journal to the "J" key.
    3. Move the camera.
    4. Open the main menu.
    5. Open the Journal. Note that the camera did not move.
    6. Close the Journal and Main Menu.
    7. Press the "J" key.
    8. Note that the camera moved, then the Journal opened.
    9. Close the Journal.
    10. Press the "J" key again. Note that the Journal opened and the camera did not move.
    11. Close the Journal.
    12. Move the camera.
    13. Press the "J" key.
    14. Note that the camera moved again.

Expected Result: The "I" "J" "K" and "L" keys should not move the camera once the bindings have been removed.
Actual Result: The "I" "J" "K" and "L" keys will move the camera a small amount.
