The Hidden Chapter Glitched

Hello! I recently searched for this and found the error happened one other time on Ragnarok. It's baaaaaaack! Just on a different server.

On Sargatanas, the Lv25 THM quest is impossible to complete at this time. The NPC located at Camp Drybone, "Smirking Voidmath", does not respond to any PC interactions. I saw a few people shouting about it yesterday, as well as have experienced the issue myself. When trying it, I also ran into two other THM who could not proceed due to this error.

Not sure if any more information is needed. Hopefully an easy fix, especially since it has happened already elsewhere. In-game bug reports were filed as well.

Time: Personally about noon GMT, but have heard of it since yesterday.
Frequency: Constant
World name: Sargatanas (though it has been happening in other servers apparently)
Character name: Phantom Reaver
NPC name: Smirking Voidmath
Monster name: N/A
Class/Level: 25THM minimum
Party or solo: Both
In-game time: Any
Area and coordinates: Camp Drybone
Steps: Proceed with the questline up until this specific NPC.

Welp...then it isn't just an issue on Sarg. Weird that something affecting multiple servers and is a job-breaking error...yet I couldn't find anything on it online makes me wonder if it's only certain characters or servers. Hmm.
