Questions about overhealing

I read somewhere and tested slightly with my Chocobo that Regen over heal ticks for 2 times more threat than normal heals, Cure and Cure 2 is 1.5 Threat per point of overheal. Shields do not count as overheal. Shield also doesn't generate much threat from what I observe to be about 1 threat point. Aka if you face pull a target and Stoneskin the target you will get threat.

So prove it. I've looked into this rumor and found nothing to support it. It's almost impossible to test, there is no official response that I can find, and it doesn't feel like double agro when I'm healing. It also makes no sense. Overheal is already punished by wasted mana and needless threat, why make it even more punishing?
