Unable to complete lvl 20 pugilist quest

2. im unable to complete steps 3/3 of the quest, the tree i have to use my specific move on wont let me attack it, 4 other pugilists there have the exact same problem, i tried dropping the quest and restarting it but have been unsuccessful still
