Deltra is right, you complete Lv10 of your CNJ, then you can join other guilds...
You might have to wait tho, as CNJ is Gridania, and Archanist is Lima....and I don't think you can get there on foot, so you might even have to wait for your Lv15 story quest (won't give you a spoiler), so you can get to the other cities
