The basic classes White Mage, Red Mage, Black Mage, Monk, Thief, And Fighter should be available instantly like always, any Extra Job titles should be unlocked via storyline quests or individual quests necessary for them.

Or they could be unlocked just for doing certain things or advancing in a class.

But yes they should be unlocked at some way.
