I have tried right clicking on him several times and he just doesnt talk to me even though he has the gold story quest icon above his head. Also before you move this to "Insufficient Information" please note that there are other players standing around him and telling me it is happening to them. Also there are other posts on the forums with this issue happening to others today.

I think is only happen in world Leviathan. So far I have talk to 4-5 ppl in game that cant continue progression through main story.

I am also in Leviathan and am also having this same issue. Hopefully SE resolves this issue soon. In the meantime I'll level my other classes...
