Linking FFXI account to FFXIV

Hello guys, i wasn't sure if i had to put this here or on another forum, so forgive me if i'm wrong.

This isn't for me, it's a friend. I gave him my buddy pass so we can play together and he linked the account of FFXI to the SE member account but he didn't recive the boots. His FFXI account is inactive atm but i think he has to recive it anyways, but probably i'm wrong. Any idea about this?

I think I read somewhere that your FFXI account needs to have been billed within the last 30 days for the Hermes Shoes deal to apply. I may be wrong.
