Questgiver Eaduuard for "With a Little Elbow Grease" will not initiate quest

Steps:
Finished the Main Scenario quest "All Good Things" and took the followup with Marques named "You Can't Take It With You". Tried to take the quest Eaduuard was marked as offering (by the icon over his head) but he would not interact. Myself and my partner figured it would unlock when we finished "You Can't Take It With You"

Completed "You Can't Take It With You", Eaduuard would still not interact when clicked on so we finished all of the other level 35 quests that had unlocked in the area.

Eaduaard still unresponsive. We disbanded the group, same result.

Logged out and back in, still unresponsive.

Clicked him and waited without doing anything at all for five minutes with no response.

Guildmate reported receiving the quest from him on Monday.

The problem is twofold. First you get to the church and get the "You Can't Take It With You", this should lead to "A Tall Drink Of Aqua Del Sol" given by NPC Ilcum. Unfortunately, there this is not happening. Ilcum has not icon ans is not responding. Meanwhile, NPC Eaduuard is standing there with a quest icon overhead and it's not responding.

I'm glad that I found this thread with the same issue. I send a ticket, GM send a pre-formatted reply, and no workaround to this issue. I sent a Bug report on this also.

This is a Critical Issue since we can't advance our characters and access to Dungeons and other resources is link to the Storyline quests. In laymen's term, we are dead in the water.

This is not happening to everyone, but what is triggering? Possible workaround, give the GMs a way to reset quest, maybe one step back, and see if this will get you forward. I'm sure NPC Eaduuard is the cause wince he is lit up before his time comes up. If the GM has the ability to turn off Eaduuard, and reset the quest one step back, then it might let us move forward.

This is my first toon and now I might as well leave her in the Inn. Please escalate this to CRITICAL. Why? Again,anything that impedes character progression is a high priority.

Same issue for me as well. Mr.Eaduuard is not giving this quest although he has the quest marker floating above his head. I have read on some other forum posts, about this same issue. All seems to be on Leviathan server. Sigh.
