Missing New Skill After PS3 Freeze

I finished my level 40 Dragoon Quest (Unfading Skies) and learned my new skill Spineshatter Dive. I tried it out a couple of times and was really happy with it I headed back to First Dicasterial Observatorium of Aetherial and Astrological Phenomena and was making my way to North Shroud then all of a sudden my PS3 freezes. I waited for about 10 minutes hoping it would get back to normal but had no choice but to reset it. After resetting it I was back on the same spot (First Dicasterial Observatorium of Aetherial and Astrological Phenomena) where the game froze but my new skill Spineshatter Dive was gone. It's not in Action & Traits menu which I thought I could put it back on my hotbar. I can't even redo the quest because the Dragoon level 40 quest is completed and it's set for level 45 quest. Everything was the same except my new skill is gone

I thought perhaps if I level up to 42 and learn a new skill then it'll show up again but I only have the new skill but the missing skill is still not there. I can't figure out a way to get that skill back. Will I ever get my new skill back because it REALLY sucks having a missing skill
