Make BCB lockouts account wide [dev]

Again, I have an alt to run BCB with my already main group, mostly out of boredom, but SE will say this is intended. Why is this? It hurts nobody, they still get money and they do not want to tick off their player base into leaving over something so minimal to no existent of a problem. Also, players that level alts to do BCB again can help FC and pugs since they already know the mechanics and alts also allow those to get more experienced at potentially changing the already current strats. Still I believe if you take the time to kill yourself over the span of a week to redo the story just for that soul purpose then go for it because they way I see it, after 4 hours on Monday I am bored out of my mind.

I don't think we should have to level another character to do this. We should just be able to go on another job. It's the same exact concept.

1: Level New Character, run BCB, Get gear on both (likely two different jobs)
or
2: Allows us to rerun on another job, Get Gear

Method 2 would actually be better because you can only cap myth once. I don't care about myth, I just want to be able to run BCB on more jobs and I think it's messed up that we have to level a new character to do it.
