Character Movement

I am having issues with my Character moving slower than normal.
It is not re-action time, it is movement in general. If i line up next to people and we all take off running my character starts falling behind.

This happens both using Controller and Keyboard. While walking, running, Sprinting and while on a mount, happens in combat and out of combat.

I am using a Steel Series Controller, was using a Logitech one before hand and same issue.
Let me know what other information you might need.

This is observed to happen on my end too, during zerg-FATE.
The observation: the more graphical stuttering I suffer, the slower I am.
So I think it's not character/network/whatever related, but more like: your movement-key only "actually work" if the client is responding to it.

Can't think of any solution, other than getting better PC.

It happens in town when I am alone, and it happens in coil, its kind of annoying have to move preemptively to avoid attacks. It happens when I am having no lag at all and when I am. I honestly think it might be compatibility issue with the analog setting on my controller, unsure why it persists on keyboard.
