That's clearly Vash from Trigun but is that Spike from Cowboy Bebop in the background? If so, where is this from? I don't remember that scene from any Trigun episode.

Just so you know, if you do significant damage on someone else's mob it still counts for both quest and hunting log completion. It might be 20% or 30%, I don't remember which, but the only place claim (a red name instead of purple) matters is for drops. You can't farm resources from someone else's enemies in general.

Sure looks like Spike to me. And the guy who runs past them is a bit hard to make out but looks to be Gene Starwind from Outlaw Star. My guess is that the whole gif was tricked up in Photoshop or somesuch.
