That is from the new Dragon Age Inquisition Trailer called the Hero of Thedas. The trailer uses the ingame cutscenes and dialogues so yes that is the graphics of the game at Ultra Setting.

DAI will be released on November 17th next month and players will need to use Dragon Age Keep if they want to make their own Custom lore and world data since DAKeep replaced the DA import data system.
