I parse a lot of end game content and I've never seen anyone over 25% during the span of an entire battle. Most people are around 10%. Bards do have higher crit than other classes, but definitely not anywhere close to 40%. Bard can get just upwards of 500 crit with your pick of the litter when it comes to ilvl 90 gear. That is about 16% crit. Add in the 10% from straight shot and that is 26%. Even adding in Internal Release will not make a bard crit 40% over a 5+ minute fight and no where close to the 80% you said earlier.

I doubt you would get 40% crit rate up and keep it up, I mean sure you get additional crit with straight arrow, but as someone said before, internal release boosts your crit but only for a set time and even if you keep that buff up every 30seconds? you wont hit a constantly 40% crit, nope
