Easy solution to the people "waiting for in-progress" bottleneck.

Nobody is saying make a tank or healer and it will be instant queue all the time, there are times where I'm waiting on DPS, but it's a fact those times are very low, and i RARELY spend more than a few seconds in queue.

Very different for tanks than it is for healers tbh. Tanks are almost always instant at any given time, heals not so much. My que is generally 10-25 mins for WP, depending. (Give or take.)

It puts you in the pool if there are no in progress runs. would you rather sit in DF all day hoping your class type rage quits or DCs when by the time that happens you can probably do that instance several times over?

Which is why a person like that would check both boxes.

If you just wanna get in a group, you check both boxes.
If you're looking for eztombs (Yes, i said tombs), you check in-progress.
If you're sick of joining in progress groups only to camp with a single dps, you check fresh run only.

Etc, etc. It doesn't slow anything down for anyone.
