Regardless glad its going to get fixed in 1.19.When you are disconnected you should be able to log back in within a minute. However, due to a bug that was discovered, certain data is being retained on the server that makes it think the character is still logged in, regardless of whether you were disconnected or not. This then causes the phenomenon to occur that stops you from being able to log in for up to 10 minutes.
Sorry for the time it took for us to discover a resolution to this, but this will finally be fixed in patch 1.19.

Eh, I wonder if this is a part of the mystic 'server rework' that has been hinted at or something separate. Some other server-related adjustments are also planned for 1.19 iirc.
Most mmos simply handle this issue by booting any instance of that character when attempting to log in.
Which shouldn't be an issue as no one else should be logging into your account.
I think it was handled in this manner even in 11, but been a while so i can't remember for sure.

And I'm almost certain it wasn't handled that way in XI. At least I sometimes had to wait a few seconds after reconnecting because my character wasn't completely logged out yet.

Well, i hope forced DCs still get the 10min punishment.
