    The things you mentioned sounds more like Limsa Lominsa where the Pirates ruled the land.
    We caught the corrupted merchant and soldier dealing illegal trades in main quest remembered hehe

    Well we roes could always equip shin guards with spikes on and take a fast stroll through the cities....that would take care of something....I'm sure. ;-)
