I can't direct you to a link, but Yoshida stated himself (when all the congestion and DF instances being reserved issues happened) that this is how DF matches players together. It is prolly still somewhere in the forums, but I don't really feel like browsing through hundreds and hundreds of Dev posts xD

@CalvatE: You end up with english players, cause you couldn't be matched with JPs in a reasonable time. As you said it is a preference, but it won't let you queue for hours if there is no one from that language available, instead he just matches you with players who queue for the same thing. If 3 groups queue up at the same time with a specific language picked there should be a very high chance of those 3 groups getting into CT together.
