Shield Oath -20% damage and +20% Enmity doesn't work in its favor at all.

That's +20% over non-Shield-Oath. Multiply it out, and you have 1.5*0.8=1.2. Note that Flash is affected fully by the bonus because it is not damage-based and is not reduced by the damage penalty.
