    Ok, I logged in at 5:50 PM CST and saw Alfgar. I talked to him and asked both questions. I teleported to Horizon and talked to Roysia, asked both questions. The GMPC appeared (He was German, lol AND was a CON and not ARC) and I got the buffs. This is my second time to see a GM and get buffs. I teleported back to Alfgar and talked to him once more, nothing new. He despawned at 6:05 or 6:10 PM CST. I still do not have the achievement, it is 6:15 PM. Am I too fast or what?

    Pretty cool! Just wish this GM would appear in Ul'Dah again and not in Camp freakin' Horizon every time on my server (Selbina).

    So Alfgar is out on Mysidia right now but I can't get a stupid teleport anywhere b/c people don't understand how this event works...

    In any case, I just got the achievement from talking to Alfgar only!

    Same, I'm pretty sure the GM does not need to be involved. Just find any of the NPCs that randomly appear and talk to one and you're set.

    The GM just appeared at Horizon on Figaro about ten minutes ago (check my time stamp on this post). Spoke in Japanese.

    Buffed everyone, then walked to the side of the camp where about 20 mobs appears - gnats and hippocerfs, which everyone joined in in killing.

    Alfgar was in Ul'dah about half an hour ago - I spoke to him then. I'm still waiting for the NPC to pop at Horizon.

    In game date - 9/32 at an ungodly early hour (GM may even have appeared smack on midnight).

    It was raining through.

    I haven't seen them yet, either. I looked all over for them back when people first reported seeing prophecies and getting achievements, but I haven't been poking around much lately.
