Duty finder has a system in place when someone d/cs to kick and replace them. It will ask you if you want to replace them. I think it's made to kick d/ced players after the game has determined they're not connected for a while.
I'm pretty sure that's the only place where the party leader holds that power though. Not 100% on it!
