Tanks who do not inspect their teammates' gear and lead a speed pull without consulting others are, in my opinion, bad tanks/ or simply, rude. It is just a common courtesy to inform others of your intentions, particularly to other whom you have just met.
If they have certain expectation on how a run should be conducted, they should use a pre-made. DF is not the place for it.

To answer your question, 30-35 minutes is completely fine in DF and not at all unexpected.
As an experienced WHM, I go into every DF expecting a 25ish minute speed-like run. I'd rather join up in a PUG on my server and do a 15ish minute speed-run.
Speed runs are designed for everyone being properly geared and having the proper party setup as well. +1 relic/Full DL is generally the minimum people want. Duty Finding this and expecting everyone to have this is absurd.
They should be adjusting to the groups abilities, NOT having the group adjust to their abilities.

It just takes aoe dps (brd + blm), even if they are crappy geared, as long as they can aoe good, the run can be done still, I've done it.

When I queue as a tank the group usually runs anywhere from 20 to 28 minutes, even if largely using AF gear. That said, I'll base my speed on the gear inspections at the start and keep them updated on where the pull will end before I get there, or entirely before I pull it. If we wipe, I consider that my fault unless the healer went AFK without warning.
That said, I do tend to be a bit terse: "Skipping rest. No dps. Watch heal threat. Take them to the boss zone barrier." Usually pull the boss on my own with a DF group that seems unfamiliar with speedruns. At worse case I lock the boss out too and it resets, restoring some 500 health.
...I'll admit I do expect people not to trigger adds or cutscenes while the party is still in combat though, and can get quite annoyed with those who keep the Tonberry in perpetual party-chase after pulling it, if only because they're common sense mechanics/ideas once encountered a single time.

This is really all about communication. I am in the same boat as the OP in which there is rarely a FC tank available when I am online. So often 3 of us df a tank. And it's not that we don't know how or can't do a sr, we have been doing 10 runs per week for quite a while now. But most players will just start off without saying anything. Contrary to what they may assume, different players do it different ways. If the tank is pulling through 4 groups of mobs and there is no blm in the party, I'm going to have to divine seal and spam cure II or the tank will die. Also rushing into a boss fight when mp is low. It's not whether to do or not to do a sr, it's being aware of what's going on and communicating.

Game been around long enough that most groups should beable to speedrun DF . If not then pray you get a tank who isn't like me .

Then you get some DPS who pull mobs from you while you are sprinting and end up dying .
Any tank, or other member that queue's DF and automatically expects, or tries to force a sp is an inconsiderate douche. I had a drg try that crap with my group and he paid the price as he ran off pulling all the mobs to me. I just stepped away and waved as his face got eaten. Then I picked up all the mobs and cleared them. He left DF before we cleared the group and a new dps popped in and we carried on. It made for a good laugh as the rest of us joked about it.
