Unable to Cycle Targets with Keyboard

I am unable to cycle targets with my keyboard. I can do it with the game pad right and left d-pad buttons without any issue, however when I press the tab key, nothing happens. I can go into my keybind and right-click to clear the cycle target then press tab to set it. I tried binding cycle targets with a different key, but it still doesn't work. I have tried resetting all the settings back to default (system, character, keybind), but it has made no difference. I've also tried restarting both the client and my computer.

If anyone has experienced this before, please let me know how you resolved it. It frustrating when playing in mouse mode and I can't cycle targets with tab.
