You should really contact Paris Omnia, he is also trying to do alot more with the community, and has mentioned possibly starting something like this as well. He is organizing Community Titan runs.
Are you allowing any leader of a FC to join or do you have specific requirements or rather anything set in place to bring the right people in? Its not necessarily a bad thing to be slightly selective.

How about FC's that were cofounded and don't have a GMaster, We'd probably join, but it's 2 or 3 of us leading it, not 1 guy. And non of us are really on at the same times outside of our static BCB run.
