    From the shouts and from me just going around and eying fates it seems to be a blanket nerf. At the very least in all the popular areas people do Fates at.

    Edit: Mind you they made no announcement of this so I can't exactly source it but from just going around It certainly seems like it takes longer for Fates to Spawn.
