This is how it should be. Things that are harder to obtain should be better than things that are easier to obtain.

The only thing that bothers me is the Allagan gear that I passed to others due to it not being BiS, but whatever.

And no, time spent =/= difficulty, because I know someone is going to reply with "But Relic armor IS hard to get, even harder than Allagan because it takes longer!"

If it's just weapons it would make a little bit of sense. They answered the multiple part question about exteme primals being needed for story, or relic with "Yes" so it's possible relics will earn the next upgrade in 2.1 as well moving up to ilvl 95 or 100 as well.
