What I propose boils down to two thing:

Change Overpower
- Heavy Swing > Overpower = 1 Stack of Wrath
- Lower TP to 110

I'm thankful for the upcoming changes to Overpower: More enmity per move = less spamming. But it's still more TP efficient for WAR to cross-class Flash, even though WAR has no native MP recovery.

PLD doesn't lose TP when managing multiple mobs, and can gain back MP indefinitely with Riot Blade.

If WAR will now be using Wrath for mitigation, WAR should have a way to build stacks the same way PLD can regain MP and use cooldowns.


Change Steel Cyclone
- Remove Wrath x5 Requirement
- Remove Defiance Penalty exception
- High TP Requirement (130/150)
- Combo from Overpower Combo gives Wrath
- 100% Damage dealt as HP (on each target)

This would make Steel Cyclone situational and not spammable while also being, most importantly, usable.
