More than likely the answer to all of these questions is this: the writers never thought that far ahead. They needed a reason as to why the Ultima Weapon was so important and needed to provide a means in which we fought Gaius again, so that we could have three phases for that fight.

I don't recall ever hearing about the Heart of Sabik before that scene, nor have I heard about it since. In other words, it's true power and significance was plot.

There are places where published writers are incompetent and lazy enough to make something happen "because I said so" and leave it at that permanently, but given their track record SE is not one of them.

I do think it's possible that at the time they introduced the Heart of Sabik, the devs didn't have an answer in mind. However, the approach that seems to be in play from 1.0 onward is that a very basic framework gets laid and then fleshed out retroactively. From our perspective as players, there was no explanation initially and then later one was created. Within the narrative though, there has always been an explanation. We just didn't always know it.

Since SE is going through the effort to build around the bones they laid out, it is reasonable for fans to speculate on how that might happen.
