Emet did say he was behind Allag but I doubt he was either Amon or Xande, because the Amon we fought was still the original Amon and I'm pretty sure the lore book said Xande 2.0 had Xande 1.0's soul. Emet probably gave Xande 1.0 the idea to make the empire.
