    It doesn't matter if it does good damage, its not significant enough when you can't use any WS 30 seconds...

    If you're tanking an NM (you know, the only 5 mobs in the game that aren't perfectly fine being free-for-all spam), you're not consistently getting 2000 TP in 20 seconds. And if you're looking for damage on NMs, Luminous Spire doesn't miss, but Riot Blade does the most damage when it hits (I mostly use LS myself, but NMs are pretty easy too, and goofing off on boring fights is fun).

    For anything else (except if you're looking to incap something's right arm, or need to hit something far away) you wouldn't use Riot Blade as your primary DD WS. But on most leve mobs, it's fairly easy for stuff to die fast enough that you've got extra TP left over. Why not have fun going for big numbers when it really doesn't matter anyway?
